An IC should usually not be reimbursed for expenses. Instead, compensate the IC well enough so that he or she can pay the expenses directly out of his or her own pocket.
However, it sometimes is customary to pay the expenses of certain types of ICs. For example, attorneys typically charge their clients separately for photocopying charges, deposition fees and travel. Where there is an otherwise clear IC relationship and payment of expenses is customary in the IC’s trade or business, you can probably get away with doing it.

Contractor shall be responsible for all expenses incurred while performing services under this Agreement. This includes license fees, memberships and dues; automobile and other travel expenses; meals and entertainment; insurance premiums; and all salary, expenses and other compensation paid to employees or contract personnel the Contractor hires to complete the work under this Agreement.
