Executing an assessment or data collection plan requires the assessment team to prepare questions that will be involved in or used to guide the coming interviews. Each mini-team or individual team member prepares questions in a particular area and presents them to the entire team for review.

Keep in mind that overemphasizing the early preparation of questions can be counter-productive. There is too little time in an interview for every team member to ask many questions, and it is usually better to maintain some flexibility in interviews to allow follow-up questions. Team members therefore may want to use some of the time set aside to formulate interview questions better to familiarize themselves with the part of the model they have been assigned to cover.
