There is now sufficient information available so that the assessment plan or data collection plan (SCAMPI) may be elaborated in some detail. For every instance of every model practice, the plans specify what objective evidence is available and how, when, and by whom objective evidence will be verified.

This elaboration of the plan prescribes:

  1. Assignment of PAs to team members
  2. Summary of initial objective evidence provided by the organization
  3. Identification of highest priority data needs
  4. Initial allocation of data needs to data-gathering events
  5. Identification of instruments (e.g., questionnaires) to be administered
  6. Identification of participants to be interviewed
  7. Interview schedule, revised to include more detail
  8. Identification of a starter set of interview questions
  9. Identification of documents still needed
  10. Risks associated with the sufficiency of the data and the adequacy of the schedule

The assessment or data collection plans require gradually adding/eliminating/modifying the team’s activities as the inventory of initial objective evidence indicates. The mini-teams may conduct office hour interviews, even during team training, to fill out the inventory of objective evidence prior to the start of the onsite data collection activities.

Practices for which no initial objective evidence has been provided should be identified as high-risk areas for the team to address immediately.
