The bulk of the assessment team’s pre-onsite work is to examine the responses to questionnaires, review collected documents, and prepare for the upcoming interviews by scripting questions and becoming experts on appropriate parts of the model.

Questionnaires are now used only for CBA IPIs. When examining the responses, each team member:

  1. Makes notes of any response patterns that are significant.
  2. Highlights any comments that are judged to be relevant.
  3. Makes note of any comments alluding to documents or other potential sources of information.
  4. Makes summary notes about his area of responsibility.

The Lead Assessor conducts a brainstorm session for each area:

  1. The mini-teams take notes on the information brought out in the session.
  2. Mini-teams consolidate information for the areas they are assigned.
  3. The whole team reviews what information is still needed.
